These secure systems and services help child support agencies, employers, insurers, and financial institutions exchange information about child support cases; locate parents; establish paternity, custody and visitation; collect support; and identify fraud. State users can watch the video about protecting and securing child support data from unauthorized access or disclosure.

Access and Visitation (AV) Program Reporting System

The system allows AV grantees to report on state activities that support and facilitate noncustodial parents’ access to and visitation of their children.

Central Authority Payment Service (CAP)

This service provides an alternative for states to send electronic child support payments to countries that don’t accept checks. States send payments on international cases to CAP using the current ACH electronic process. CAP transmits those payments electronically to foreign child support authorities.

This secure network application supports electronic transfer of child support information among state child support systems using standard transactions.

Child Support Portal

This secure web portal allows child support agencies to send and receive vital case information.  It also provides employers, insurers, and financial institutions a gateway to share required information with child support agencies.  Only authorized users have access to the application.

This Child Support Portal application allows child support agencies to request detailed military entitlement information to establish or modify child support orders.

Electronic Document Exchange (EDE)

This Child Support Portal application allows child support agencies to securely exchange documents and UIFSA forms electronically to expedite case processing.

Electronic Employer Search (eEmployer)

This Child Support Portal application allows child support agencies to obtain information about employers in the NDNH and employers that participate in the e-IWO process.

Electronic Income Withholding Orders (e-IWO)

This standard, central electronic process allows child support agencies and employers to transmit and acknowledge income withholding orders to reduce costs and increase efficiencies and child support collections.

This Child Support Portal application allows child support agencies to access reports from employers and other income payers about employment termination of parents with income withholding orders.

Federal Case Registry (FCR)

The FCR contains data on state child support cases and is used to match with the NDNH and FPLS external locate sources to facilitate case processing.

This Child Support Portal application allows child support agencies to report an incorrectly assigned SSN and maintain a list of these SSNs to prevent additional errors.

This Child Support Portal application allows child support agencies to request person and case information directly from the FCR on a case-by-case basis to assist with case processing.

Federal Parent Locator Service (FPLS)

This federal service helps child support agencies locate noncustodial parents, establish and enforce child support orders, and collect child support.

Federal Tax Refund Offset

This program intercepts federal tax refunds of eligible noncustodial parents who owe past-due support.  Child support agencies can use the Child Support Portal to view and submit updates on their certified past-due support cases.

Federally Assisted State Transmitted Levy (FAST Levy)

This standard, central electronic process allows child support agencies and financial institutions to exchange information about freezing and seizing accounts to collect past-due child support.

The IRG offers resource information including child support policies, procedures, agency contact information, and locator codes for states, tribes, and international countries.

International Forms (iForms)

This Child Support Portal application allows caseworkers to create and manage the required forms for international case applications with 2007 Hague Convention partners in their preferred languages.

This service facilitates interstate communication by synchronizing state case numbers and identifying discrepancies.

This Child Support Portal application allows child support agencies to request locate information from the NDNH and FPLS external locate sources.

Multistate Financial Institution Data Match (MSFIDM)

This service compares account records from participating multistate financial institution with information about individuals who owe past-due child support and sends the matches to state child support agencies.

National Directory of New Hires (NDNH)

The NDNH is a national database that contains new hire, quarterly wage and unemployment insurance information submitted by states and federal agencies.  Only authorized users have access to the database.

Passport Denial

This program denies passports of noncustodial parents who owe more than $2,500 in past-due support. Child support agencies can use the Child Support Portal to view and submit updates on their passport denial cases.

We coordinate with states to provide locate services and refer appropriate cases to the Office of Inspector General for criminal prosecution.

Self-Assessment Reporting System

This system allows states to assess and report their ability to provide child support services according to federal requirements.
