In 1998, legislation passed that simplified the process for financial institutions doing business in more than one state. It authorized the federal Office of Child Support Enforcement (OCSE) to operate the Multistate Financial Institution Data Match (MSFIDM) program, and enter into agreements with financial institutions to compare information about individuals who owe past-due child support with its account records. OCSE then sends the matched records to the state child support agencies.

Financial institutions must use the Election Form (PDF) to either:

  • Elect to participate in and select the method they wish to use in the MSFIDM program, or
  • Indicate it does not wish to participate in the OCSE process

The form will serve as the official operational agreement with OCSE, once an authorized representative of your organization completes and signs it. The form includes instructions and the address to send the completed form.
