Dear Colleague:

Section 466(a)(5) of the Social Security Act requires a state to have procedures for a voluntary paternity acknowledgment process. In addition, section 452(a)(7) of the Act requires the Secretary of Health and Human Services to specify the minimum requirements of an affidavit to be used for the voluntary acknowledgment of paternity.

In compliance with the requirements of section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families is soliciting public comment on the Voluntary Acknowledgement of Paternity and Required Data Elements for Paternity Establishment Affidavits, which were last issued under AT-18-03. A notice for public comment was published in the Federal Register, on page 47216, Volume 85, Number 150  (PDF), on August 4, 2020.
