ACF-OCSS-DCL-24-15
DEAR COLLEAGUE LETTER
ACF-OCSS-DCL-24-15
DATE: December 13, 2024
TO: State and Tribal IV-D Directors
SUBJECT: Final Rule: Employment and Training Services for Noncustodial Parents in the Child Support Program
Dear Colleague:
This Final Rule, published on December 13, 2024, in the Federal Register, Volume 89, Number 240, on page 100789 (PDF) allows state and tribal child support agencies the option to use federal financial participation (FFP) available under Title IV-D of the Social Security Act to provide employment and training services to eligible noncustodial parents.
This Final Rule, effective on January 13, 2025, is the culmination of years of research and data from state and federally funded projects. These projects demonstrated the effectiveness of IV-D employment and training programs and informed the standards and provisions in the final rule.
Sincerely,
Tanguler Gray
Commissioner
Office of Child Support Services
