The final rule implements section 20 of the Child Support Enforcement Amendments of 1984 (P.L. 98-378), as amended by section 303(e) of the Family Support Act of 1988 (P.L. 100-485) and section 8003 of the Omnibus Budget Reconciliation Act of 1989 (P.L. 101-239). P.L. 98-378 amended both the AFDC and Medicaid titles of the Social Security Act (the Act) to extend Medicaid coverage for four months when termination of AFDC is due, wholly or partly, to increased IV-D support collections. This provision had a sunset provision of October 1, 1988, but P.L. 100-485 extended the sunset date to October 1, 1989, and P.L. 101-239 deleted the sunset date, thus making the provision a permanent provision of the Act.
