SUBJECT: Final Rule: State Parent Locator Service; Safeguarding Child Support Information

ATTACHMENT: Attached is a Final Rule, published in the Federal Register on September 26, 2008 FR Vol. 73 No. 188 p. 56422 - 56446 (PDF), which prescribes requirements for: State Parent Locator Service responses to authorized location requests; and State IV-D agency safeguarding of confidential information and authorized disclosures of this information. (Appendices A, B and C - Appearing on pages. 56439 - 56442)

BACKGROUND: The Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA) created and expanded State and Federal title IV-D child support enforcement databases and significantly enhanced access to information for title IV-D child support purposes. Many States now have systems that support delivery of integrated services to allow greater sharing of data and prevent redundant collection of data to the degree allowed by Federal and State laws. This regulation spells out which authorized persons/programs can receive what authorized information for which authorized purpose.
