SUBJECT: Moving from Start-up to a Comprehensive Program: A Tool for Submitting an Application

Dear Colleague:

Our regulations at 45 CFR 309.65(a) require an application to operate a comprehensive Tribal IV-D program. We previously issued IM-05-06, Building a Tribal IV-D Program: A Guide to the Start-Up Application Process, and PIQT-07-01, Moving from a Start-up Program to a Comprehensive Tribal IV-D Program, to aide those submitting Tribal IV-D program applications.

The enclosed checklist is a tool intended to help Tribal IV-D programs in the start-up phase ensure that they have included necessary documentation of compliance with requirements 45 CFR 309.65(a) in an application to move to a comprehensive IV-D program. This is intended to compliment the two issuances referenced above.

Please note that this checklist is not required by the regulations at 45 CFR Part 309, and it is not a substitute for the details contained in the Federal regulations in 45 CFR Part 309.

Any questions should be directed to the appropriate Regional Program Manager.

Sincerely,

Donna J. Bonar
Acting Commissioner
Office of Child Support Enforcement
