SUBJECT: The SSN on OCSE-Issued Pre-Offset Notice
In September 2017, the Social Security Number Fraud Prevention Act of 2017 was passed, and the President signed it into law. This law restricts the inclusion of Social Security numbers (SSNs) on documents federal agencies send by mail.
To comply with this law, the Office of Child Support Enforcement will mask the noncustodial parent's full SSN on its Pre-Offset Notice (PON) beginning in November 2019. Prior to this change, asterisks replaced the first five digits of the SSN while the last four digits were displayed. With this change, the SSN will now be displayed on the PON with all asterisks. For example, an SSN previously displayed as ***-**-6789 will now be displayed as ***-**-****.
