RE: Upcoming Retirement of the Federal Offset Time Sharing Option Application

Dear Colleague:

As a follow-up to DCL-11-08 dated May 5, 2011, I want to remind you of the upcoming retirement of the Federal Offset Program Online System Time Sharing Option (TSO) application scheduled for January 1, 2013. This application allows authorized users access to federal offset and passport denial data through SSA’s mainframe.

The federal offset and passport denial applications, via the State Services Portal (SSP), were implemented in December 2010 to replace the TSO application for viewing and/or submitting adds, deletes and updates on past-due support cases, and after January 2013, will be the only online method available to perform these functions. The current batch process will remain unchanged.

Some of the benefits of accessing these applications through the SSP include:

  • Accessibility to the latest system enhancements without needing to upgrade state systems.
  • A web front-end that provides a low-cost connectivity solution.
  • State control over user access to the federal offset and passport denial web applications via the SSP.
  • Three levels of user access available for each application: full access, limited read-only without federal tax information (FTI), and limited read-only with FTI.
  • No more SSA hardware dependency.
  • No more SSA pre-approval required for access.
