Use of Social Security Administration Data to Improve Performance

Dear Colleagues;

Matching with the Social Security Administration (SSA) through the Federal Parent Locator Service (FPLS) has been in place for some time. The purpose of this DCL is to review the impressive results obtained from SSA income withholdings and to remind you of how the SSA responses can assist in other areas of program performance.

In FY2009, SSA withheld over $571 million for child support purposes. In FY2010 nearly $702 million was collected — a 22.8 percent increase over FY2009. In October 2010 alone, SSA paid out nearly $66 million through income withholding for child support. SSA garnishments have become a critical and reliable source of income for many families.

SSA is planning to implement electronic income withholding (e-IWO) this federal fiscal year, which should make the process easier and produce even greater results.

Attached to this DCL is an overview of all the benefits of using SSA responses. We encourage you to review these with your staff to ensure that you are reaping the greatest benefits possible from the matches.
