Dear Colleague:

Section 452(a)(11) of the Social Security Act requires the Secretary of Health and Human Services to promulgate administrative subpoena and notice of lien forms for use in interstate cases. The federal Office of Child Support Enforcement (OCSE) developed the forms, which were effective October 28, 1997. The current Administrative Subpoena and Notice of Lien expire June 30, 2018.

In compliance with the requirements of Section 3506(c)(2)(A) of the Paperwork Reduction Act of 1995, the Administration for Children and Families is soliciting public comment on the forms. As of November 16, 2017, a notice for public comment on the forms has been posted to the Federal Register, Administrative Subpoena and Notice of Lien on page 53504, Volume 82, Number 220  (PDF).

The forms have been revised based on comments that we received during the 2016 renewal process. The reauthorization of the forms provides the opportunity to consider these revisions and provide input. Please send your comments and suggestions to OCSE at ocse.dpt@acf.hhs.gov. When commenting, please be sure to reference OMB control number 0970-0152. Consideration will be given to comments received by January 16, 2018.
