TO: STATE AGENCIES ADMINISTERING THE CHILD SUPPORT ENFORCEMENT PROGRAM UNDER TITLE IV-D OF THE SOCIAL SECURITY ACT AND OTHER INTERESTED INDIVIDUALS AND ORGANIZATIONS

SUBJECT:Request for comments on the proposed functional requirements for automation requirements established by the Personal Responsibility and Work Opportunity Act of 1996 [PRWORA]. Revisions to the Automated Systems for Child Support Enforcement: A Guide for States [the Guide].

PURPOSE:The purpose of this Action Transmittal is to propose the functional requirements for the automated child support enforcement system provisions enacted on or before the date of PRWORA.

BACKGROUND:OCSE AT-96-10 noted that ACF intends to revise the Guide through the issuance of a series of AT's to explain the new and revised CSES functional requirements. We have since determined that a single AT will be circulated in draft form for review and comments by the States before the final document is issued. This approach was adopted to address the States recommendations to: 1) have functional requirements as flexible as possible, 2) issued as quickly as possible, 3) provide detailed specifications including record layouts issued as quickly as possible, 4) consolidate the functional requirements of certain functions to assist if the State chooses to contract for this design/development, and 5) provide information on additional technical assistance and resources related to these functional requirements.

This Action Transmittal provides proposed functional requirements and revisions to the Guide for the statutory changes since the Family Support Act of 1988, including PRWORA, the Balanced Budget Act of 1997 and the Tax Relief Act of 1997. The proposed functional requirements are based on the Notice of Proposed Rulemaking [NPRM] published in the Federal Register on March 25, 1998 [Volume 63, Number 57] and transmitted to the States through OCSE Action Transmittal 98-11. Changes to the NPRM will also be reflected in the functional requirements.
