Security and Privacy Program

DCL-19-01

Published: March 19, 2019

DEAR COLLEAGUE LETTER

DCL-19-01

DATE: March 19, 2019

TO: State IV-D Directors

SUBJECT: Security and Privacy Program

Dear Colleague:

On October 25, 2013, OCSE officially introduced the Security and Privacy Program. The Program protects Federal Parent Locator Service data and other confidential child support program information, including information system safeguards, through the OCSE Security Agreement and Certification Statement. On March 19, 2019, OCSE sent you the endorsed PDF copy of the OCSE Security Agreement and a Word version of the signature pages via an email.

Please note the deadline to execute and return the Security Agreement is Monday, April 15, 2019.

If you are unable to implement all the security controls by the April 15, 2019, deadline, please provide OCSE with a Plan of Action and Milestones or other written description of your state’s plan to implement the security controls, and attach it to the executed Security Agreement. Upon request, we can provide the “Plan of Action and Milestones” template to help document your plan of action for the security controls in progress; however, you are not required to use the template.

We appreciate your willingness to collaborate with us on developing the Security Agreement. Thank you for your comments and for your ongoing efforts to safeguard confidential child support program information.

If you have questions, please contact Linda Boyer at linda.boyer@acf.hhs.gov or 202-401-5410.

Sincerely,

Scott M. Lekan
Commissioner
Office of Child Support Enforcement
