The Planning Advance Planning Document (PAPD) Template (PDF) is an outline state systems staff can use to develop a PAPD. A PAPD is used by states to request funding for planning the development of a new child support enforcement system. The PAPD will include a commitment by the state to conduct a feasibility study and cost-benefit analysis.
