Race to the Top—Early Learning Challenge Notice inviting applications for new awards for fiscal year (FY) 2011.

This joint letter between HHS and ED discusses how the policy statement on family engagement indicates the increasing families' involvement in children;'s learning and development can positively affect lifelong health, developmental, and academic outcomes.

In 2015 ACFs focus continued on equal access to high quality services in early childhood. Some of the highlights from the year include developing and implementing a new, cross-sector Early Childhood Training and Technical Assistance (T/TA) system; implementation of Early Head Start - Child Care Partnerships; policy guidance on suspension and expulsion, inclusion, and family engagement; Head Start’s 50th Anniversary; and our release of the Head Start Performance Framework. ECD provided guidance to states, communities and programs alike to align early learning programs so children in Head Start, child care centers, family child care homes, or state pre-K settings all have equal access to high quality services.

This document provides a summary of States’ progress on key performance measures, as well as some States’ explanations for their progress on some of these measures.
