This document provides guidance for submission of the implementation plan for both Tribal MIECHV Development and Implementation grantees and Tribal MIECHV Implementation and Expansion grantees. The document also includes Appendices containing supplementary information and resources, including key definitions. This document also includes Tribal MIECHV Form 1: Demographic and Service Utilization Data, which grantees will submit annually.

ACF and the Tribal Home Visiting Program are continuing to monitor the COVID-19 situation and will continue to keep grantees updated with the most current guidance. This guidance differs from existing Tribal MIECHV policies; the information supersedes the grantee responsibilities outlined in the cooperative agreement. Please note that the flexibilities outlined are specific to the COVID-19 emergency and will no longer apply once the emergency designation has been lifted.

This letter was to stress the importance of providing home visiting services to homeless families and their young children within their tribal communities.

Tribal Policy Statement

The purpose of this U.S. Department of Health and Human Services (HHS) policy statement is to support early childhood programs1 and tribal communities2 by providing recommendations that promote the early development of American Indian and Alaska Native (AI/AN) children, prenatal to age eight, who have been exposed to alcohol or substances during pregnancy, or who are affected by parent or caregiver substance misuse during early childhood.

Tribal MIECHV Implementation Plan Guidance and Form 1

This document provides guidance for submission of the implementation plan for both Tribal MIECHV Development and Implementation grantees and Tribal MIECHV Implementation and Expansion grantees. The document also includes Appendices containing supplementary information and resources, including key definitions.

The redesigned Tribal MIECHV performance measurement system laid out in this document, aims to support both of these expectations: reporting for accountability and improvement purposes and opportunities for grantee-driven knowledge generation around CQI, measurement, and implementation. As part of the redesign, The Administration for Children and Families (ACF) is also exploring the possibility of developing an optional, customizable data system for local grantee data use. In addition, the government is gathering information about developing a new Tribal MIECHV federal data reporting system that could replace the existing Discretionary Grants Information System (DGIS).
