Over half of children living in federally funded homeless shelters are five years old or younger. Many more young children live in other homeless situations, such as in motels or cars; or, living temporarily with others due to loss of housing, economic hardship, or a similar reason. These children live in conditions of poverty that contribute directly to physical, mental, and emotional difficulties.
This document summarizes the 1st year of work that grantees completed across the various RTT-ELC reform areas. This summary is by no means an exhaustive collection of the early childhood infrastructure and systems-building work being done in a particular State, but it is a compilation of the work highlighted and documented by grantees as being supported by RTT-ELC funds and as meeting the stated RTT-ELC goals.
President Obama’s commitment to early childhood education is not new. It began with support to build an infrastructure for early childhood systems with support for State Advisory Councils and the Race to the Top Early Learning Challenge (RTTT ELC). These were bold actions, ones clearly designed to improve early learning and development systems. These systems across the states raise the quality of early learning and development programs so that all children receive the support they need to enter kindergarten ready to succeed.
Section 642 B(b)(1)(A)(i) of the Head Start Act requires the Governor of each State to designate or establish a council to serve as the State Advisory Council on Early Childhood Education and Care for children from birth to school entry.
The overall responsibility of the State Advisory Council will be to lead the development or enhancement of a high-quality, comprehensive system of early childhood development and care that ensures statewide coordination and collaboration among the wide range of early childhood programs and services in the State, including child care, Head Start, IDEA preschool and infants and families programs, and pre-kindergarten programs and services.
