Domestic Violence Services Network

In ACF’s Family and Youth Services Bureau, the Family Violence Prevention and Services Program administers the Family Violence Prevention and Services Act (FVPSA), the primary federal funding stream dedicated to supporting emergency shelter and related assistance for victims of domestic violence and their children. Domestic and dating violence support services are provided free of charge, confidentially and privately, throughout the United States, the U.S. territories, and federally-recognized tribes 365 days a year.

A coordinated community response helps survivors and their children regain safety, stability, mental well-being, and self-sufficiency.

FACT: According to the National Domestic Violence Hotline, nationwide nearly half of all residents in domestic violence shelters are children (2020).

One thing that can build the resiliency of children exposed to violence is their bond with a caring adult. Supporting the mother-child bond through survivor advocacy is validated by research. FVPSA funding supports development of effective and innovative interventions for children and youth within the parent-child framework through Specialized Services to Abused Parents and their Children Demonstration Grants and by building and enhancing systems and programs’ capacity to better respond to the needs of children and youth exposed to domestic violence through the Promising Futures Capacity Building Center. 


Domestic Violence Services & Supports for Sovereign Nations

Leadership and advocacy of sovereign nations have been a critical part of the FVPSA Program’s beginning and continuation for the last 37 years. Annually, FVPSA funding reaches over 252 American Indian/Alaska Native (AI/AN) tribes and tribal organizations through formula (noncompetitive) and discretionary (competitive) grants to assist tribes in efforts to increase public awareness and prevention of domestic violence and to provide immediate shelter and supportive services for survivors and their children.

StrongHearts Native Helpline, a collaborative project of the National Domestic Violence Hotline and the National Indigenous Women’s Resource Center, is a confidential, anonymous helpline for AI/AN people affected by domestic and dating violence. StrongHearts exists to restore power to Native Americans impacted by domestic and dating violence by weaving together a braid of safety, sovereignty, and support through culturally-appropriate services. Alaska Native Women’s Resource Center (ANWRC) is a statewide resource center to reduce tribal disparities and enhance the capacity of Alaska tribal villages and organizations to respond to domestic and dating violence in a culturally sensitive and effective manner. AKNWRC addresses an array of issues, including lack of village-based shelter and comprehensive victim advocacy services to support development of village-based responses to domestic violence. 907-328-8330 | ANKWRC.org

The coalitions are noncompetitive grantees funding to coordinate state- and territory-wide improvements within local communities, social service systems, and programming regarding the prevention and intervention of domestic violence.  Every Coalition provides comprehensive training and technical assistance on a multitude of social, legal, and economic issues that affect victims’ safety and well-being.
