On June 15, 2022, President Joseph Biden issued Executive Order (EO) 14075 on Advancing Equality for Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex Individuals
, to continue the Federal government’s support of the fundamental promises of freedom and equality for LGBTQIA2S+) Americans. Aided by the leadership of generations of LGBTQIA2S+ individuals, this EO strengthens the Biden Administration’s policy to combat unlawful discrimination and eliminate disparities that harm LGBTQIA2S+ individuals and their families, while pursuing a comprehensive approach to delivering the full promise of equality for LGBTQIA2S+ individuals.
In support of the EO, the Family and Youth Services Bureau’s (FYSB) Division of Runaway and Homeless Youth (RHY) has developed the resources below.

The Division of RHY developed an Information Memorandum (IM) (PDF) demonstrating the decades long best practices implemented by RHY-funded programs in support of LGBTQIA2S+ youth. The IM also aligns the Division’s regulations with the requirements established in the EO.

The Runaway and Homeless Youth Training, Technical Assistance, and Capacity Building Center (RHYTTAC) developed a new resource, Supporting & Affirming LGBTQIA2S+ Youth and Young Adults: Tip Sheet, (PDF) to accompany the IM. This tipsheet provides specific examples and resources for best practices in all types of RHY programs.

The National Clearinghouse for Homeless Youth and Families (NCHYF) created three videos spotlighting the amazing work and support for LGBTQIA2S+ youth experiencing housing instability by RHY grant recipients around the U.S. Check out videos spotlighting grantees located in the Northeast and Midwest , West , and South and Northeast .
