Standing Notice of Funding Opportunity for Title V State Sexual Risk Avoidance Education Program, 2024

The Administration for Children and Families, Administration on Children, Youth and Families (ACYF) and the Family and Youth Services Bureau are very pleased to announce the availability of funding through the Adolescent and Pregnancy Prevention Program. The announcement for the Title V State Sexual Risk Avoidance Education (Title V State SRAE) Program (PDF) was released on April 3, 2024. Mandatory formula grant applications from states and territories for the development and implementation of the Title V State SRAE Program are now being accepted.  

The purpose of the Title V State SRAE program is to fund states/territories to implement education exclusively on sexual risk avoidance that teaches participants to voluntarily refrain from non-marital sexual activity and other risky behaviors. This announcement sets forth the application requirements, the application process, and other administrative and fiscal requirements on how to apply for funding in FY 2024 and FY 2025.

The goal of the Title V State SRAE program is to provide messages to youth that normalize avoiding non-marital sexual activity. The objectives of the Title V State SRAE program are to: 

  1. implement curricula and/or strategies that include medically accurate and complete information based on adolescent learning and developmental theories for the age group receiving the education;
  2. select SRAE curricula and/or strategies that is culturally and linguistically appropriate, inclusive and recognize the experiences of youth from diverse communities, backgrounds, and experiences;
  3. teach SRAE skills through methods that do not normalize teen sexual activity; and 
  4. target services to youth ages 10 to 19.
