This Report to Congress on the Runaway and Homeless Youth Program provides a summary of the primary activities and services implemented by FYSB RHY grantees between fiscal year (FY) 2018 (October 1, 2017, to September 30, 2018) and FY 2019 (October 1, 2018, to September 30, 2019).
As communities and youth-serving organizations develop plans and implement strategies that promote positive youth development, adolescent well-being, and youth homelessness prevention responses, it is important that the voices of those with lived experience are included in program design, implementation, and evaluation. Programs and services co-created with young people include more opportunities for youth engagement, leadership, and success. Furthermore, activities and programs that are developed with youth, rather than for youth increase the likelihood that positive decisions will be accepted, adopted, and will become part of their everyday lives.
On June 15, 2022, President Joseph R. Biden issued Executive Order 14075 on Advancing Equality for Lesbian, Gay, Bisexual, Transgender, Queer, and Intersex (LGBTQI) Individuals. Under this action came a charge for the Federal Government “to prevent […] and address […] LGBTQI+ homelessness and housing instability” and “safeguard LGBTQI+ youth from dangerous practices like socalled ’conversion therapy’ - efforts to suppress or change an individual’s sexual orientation, gender identity, or gender expression — a discredited practice that research indicates can cause significant harm.”
