The Administration for Children and Families (ACF) recognizes the severe impact of COVID-19 on our grantee community. This page centralizes ACF-wide guidance as it pertains to recipients, i.e., grantees, and will be continuously updated as ACF finalizes information for the field. If you have any questions, please contact your respective Grants Management Specialist and/or Federal Project Officer.

In response to guidance issued by the Office of Management and Budget, M-20-26  (PDF), the Information Memorandum IM-ACF-OA-2020-01, along with the Update to Item 6 published June 8, 2020 have been rescinded.  Please refer to IM-ACF-OA-2020-02: Important Updates to Administrative Flexibilities identified in IM-ACF-OA-2020-01 (PDF) for updated guidance. 

06/08/2020 - This guidance has been rescinded. 

Update to "Item 6. Allowability of Certain Costs not Normally Chargeable to Awards." This June 8, 2020 memo supersedes, clarifies, and updates guidance regarding the "other activities" identified under Item 6 of IM-ACF-OA-2020-01 issued on March 30, 2020. Please direct all inquiries to your assigned Grants Management Specialist and Project Officer.

IM-ACF-OA-2020-01 #10 Flexibility Updated. This update corrects the contact information for PSC/CAS.

10. Extension of currently approved indirect cost rates. (45 CFR §75.414.(c); 2 CFR §200.414(c))

The flexibility to extend currently approved indirect cost rates is the responsibility of the HHS Program Support Center, Cost Allocation Services (PSC/CAS). Grantees/recipients are instructed to contact PSC/CAS with any cost allocation and indirect cost rate questions. The contact information for PSC/CAS is available at https://rates.psc.gov/fms/dca/map1.html . As a courtesy, grantees/recipients are encouraged to copy their respective assigned OGM specialist.
