The Child Care and Development Fund (CCDF) Plan is the application States, Territories, and Tribes use to apply for their block grant funding by providing a description of, and assurances about, the Lead Agency’s CCDF program and services. States are required by law to submit Plans every 3 years. The CCDF Plan serves as a planning document for States and is developed in collaboration with numerous partners and stakeholders to ensure that the CCDF program, over the 3-year Plan period, addresses the needs of families, providers, and communities. The FY 2019-2021 CCDF Plans are the first in which States are expected to be in full compliance with the new requirements in the CCDBG Act of 2014 and the associated final rule (including discretionary and mandatory funds).
This plan organized the new requirements into 19 categories within the Plan. The summary table below provides an overview of the States CCDF Implementation Status as reported in the FY2019-2021 CCDF Plan, which were effective as of October 1, 2018. States not meeting CCDF requirements as of October 1, 2018 were placed on a corrective action plan (CAP). These states will have until September 30, 2019 to come into compliance, and the table does not reflect any Plan amendments to show changes in the number of states in compliance since October 1, 2018. The Office of Child Care (OCC) will be providing technical assistance to aid states in meeting the requirements. Note: While the CCDF Plan includes questions that encompass all elements as required by regulations at 45 CFR 98.16, it may not ask about all aspects of Federal requirements to demonstrate full compliance for each provision.
