30-Day Comment Period Open for FFY 2021 QPR and Proposed New Data Collection: ACF-901

The Office of Child Care (OCC) would like to call your attention to two Federal Register notices recently posted to provide Second Notices of Proposed Information Collection Activities and Comment Requests for the Office of Management and Budget (OMB):

The forms can be found below.  Note:  The ACF-901 form is a “track- changes” version, showing changes from the previous draft that was shared in mid-September.  These forms are subject to change following the public comment period, but OCC encourages states and territories to move forward with information technology development or other needed planning based on these versions because we do not anticipate additional significant changes.  Once approved by OMB, OCC plans to share the final forms and instructions in the future through another OCC announcement.

OCC received insightful comments from three entities at the state level for the ACF-901 and one entity at the state level for the ACF-218 (QPR).  There were no changes to the ACF-218 (QPR) form based on these comments, but OCC made the following changes to the ACF-901 in response to the comments:

  • OCC made small clarifications to the ACF-901 instructions, including changes to the instructions for “award amount” and “award date” to clarify the amount that should be reported is the grant amount that was dispersed to the provider on the award date, and not the grant amount at the time the grant was approved.  OCC also made a corresponding change in the instructions to clarify that the “total number of providers” in the header record includes those providers that received grants (funds were dispersed by the state or territory) during the quarter; it does NOT include providers that were approved for an award during the quarter but did not receive moneys dispersed by the state or territory during the quarter. 
  • OCC made other small technical changes, including adding “county” to FIPS code for clarity, and describing the date format in the instructions. 

OCC also received a comment regarding extending the reporting deadline.  OCC considered the request to extend the submission deadline, but decided not to implement this change as the ACF-901 will help answer questions on the impact of the ARP Act Stabilization funding to the child care market, and any delays in receiving the data would impact our ability to report key information to Congress in a  timely manner.

This second Public Comment Period provides an opportunity for you to submit comments directly to OMB.  A comment is best assured of having its full effect if OMB receives it within 30 days of publication of the Federal Register notice. States, territories, and other interested parties have 30 days from the Federal Register notice date to make a formal comment—no later than November 28, 2021 for the ACF-218 (QPR), and December 1, 2021 for the ACF-901.  Written comments and recommendations for the proposed information collections should be sent directly to the Reginfo.gov website Visit disclaimer page.  You can find this particular information collection by selecting “Currently under 30-day Review—Open for Public Comments” or by using the search function.
