    The CCDBG Reauthorization Act of 2014 includes a requirement to design and develop a National Website to disseminate publicly available child care consumer education information for parents. The information on the website will help parents access safe and quality child care services in their community, with a range of price options, that best suits their family’s needs. The Act also includes a requirement to design and develop a National toll-free Hotline to allow persons to report (anonymously if desired) suspected child abuse or neglect, or violations of health and safety requirements, by an eligible child care provider.

    The purpose of this bulletin is to provide States and Territories instructions for establishing the procedures necessary to electronically transmit the CCDF ACF-801 data file that contains the monthly case-level reports.  The data files are transmitted directly to the National Institutes of Health (NIH) mainframe, and then transferred to the Administration for Children and Families (ACF) Office of Child Care Information System (OCCIS).   In 2015, several changes were introduced into the electronic transmission process, including the discontinuation of support for the use of CONNECT:Direct software.  The Office of Child Care (OCC) currently approves two methods of electronic transmission: TIBCO (CyberFusion) Managed File Transfer (MFT) Software, and Secure File Transfer Protocol (SFTP) software.

    This Technical Bulletin describes the requirements for formatting the ACF-801 data submission file. These formatting guidelines should be followed by all States and Territories when creating the file for electronic submission to the Administration for Children and Families (ACF). All questions about the file format should be directed to the National Center on Data and Technology (NCDT). This Technical Bulletin provides guidance for implementing provisions of the recently enacted reauthorization of the Child Care and Development Block Grant Act (Public Law 113-186) of 2014 and makes other revisions to strengthen administrative data reporting.     This Technical Bulletin lists the data standards for the Child Care and Development Fund (CCDF) Annual ACF-800 Report, including new requirements associated with the reauthorization of the Child Care and Development Act of 2014 (Public Law113-186). The changes required by reauthorization include: 1) addition of element #2a – number of child fatalities (total and by care type, 2) discontinuation of  element #10 – consumer education content topics, 3) change in #11 – methods of consumer education used, and 4) change in the list of non-CCDF funds in the Child Care budget pool. All of these changes are required with the FFY 2016 report.
