This information memorandum assists Tribal CCDF Lead Agencies considering how to leverage Tribal CCDF funding to implement their vision for a stronger system of high-quality early care and education at the tribal community level.
On an annual basis, Tribal Lead Agencies for the Child Care and Development Fund (CCDF) are required to submit aggregate information on services provided via the CCDF Tribal Annual Report, also known as the ACF-700 report. The ACF-700 report offers the Office of Child Care (OCC) a glimpse into how CCDF program dollars are being spent. The submitted report helps to tell the CCDF Tribal child care “story.” The data are essential for demonstrating the accomplishments of Tribal child care programs.
This Program Instruction (PI) provides directions for state and territory CCDF lead agencies to submit Notification of Obligation Target Status for CCDF American Rescue Plan (ARP) Act Stabilization Funds. Directions for tribal CCDF lead agencies will be released through separate guidance.
The purpose of this Program Instruction is to inform States and Territories that the Office of Management and Budget (OMB) has approved changes to the ACF-800 Report that will allow the Office of Child Care to collect and report critical data about the use of any COVID-19 supplemental CCDF funds appropriated by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, and the American Rescue Plan (ARP) Act. The form and instructions are attached.
NOTE: ARP Act Stabilization Grants funds or other initiatives funded with CCDF quality dollars (e.g., quality and supply building grants) that are NOT linked to the eligibility of specific families and children ARE NOT to be included in the ACF-800 report as these activities will be reported under other data collection efforts.
ARP Act Supplemental Funding State Fact Sheets offer state by state information about the allocation of American Rescue Plan funs that will support families, child care providers, and communities across the country.”
The Office of Child Care (OCC) gathers data from CCDF grantees and the child care research community to empower high-quality CCDF programs for children.
