The purpose of this program instruction is to remind Tribal Lead Agencies of the annual reporting requirements (i.e., ACF-700 Report), consistent with the terms and conditions of the CCDF program.  The ACF-700 form is attached. 

This Technical Bulletin lists the data standards for Part 3: American Rescue Plan (ARP) Act Stabilization Grants of the ACF-700 CCDF Tribal Annual Report and clarifies some frequently asked questions about this section of the report. Part 3 was added to the ACF-700 Report to capture data on the distribution and use of American Rescue Plan (ARP) Act Stabilization Grants beginning with the 2021 Federal fiscal year. The ARP Act included funding for child care grants to stabilize the child care sector and build back a stronger child care system that best supports the families and providers. Tribal Lead Agencies were required to spend stabilization funds to support the stability of the child care sector during and after the COVID-19 public health emergency. Part 3 of the ACF-700 form should include information about the ARP stabilization grants awarded to providers during the Federal fiscal year.

This program instruction is to inform Tribal Lead Agencies that the Office of Management and Budget (OMB) has approved changes to the annual reporting requirements (i.e., ACF-700 Report), consistent with the terms and conditions of the CCDF program.   The revised ACF-700 form is attached.

The Supplemental Narrative Report (to the ACF 700 Form) requests descriptions of the results of specific CCDF-funded activities available on the Tribal Lead Agency’s (TLA) reservation or Tribal service area. This information will be included in the CCDF Report to Congress, as appropriate, and will be shared with other TLAs to inform them of CCDF-funded activities in other Tribal programs. There is no required format for the supplemental narrative report. TLAs are encouraged to include any related materials to accompany the narrative, including brochures, pamphlets or news articles.

Formerly the National Center on Child Care Data and Reporting (NCDR), the Child Care Automated Reporting System (CARS) TA Team, part of the Office of Child Care Technical Assistance Network (CCTAN), was established by the Office of Child Care to help States, Territories, and Tribes participating in the Federal Child Care and Development Fund (CCDF) to meet their reporting obligations under the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA). The CARS TA Team provides technical assistance to CCDF grantees in their efforts relating to the state/territory monthly data report (ACF-801), the state/territory quarterly report for ARP stabilization grants (ACF-901), the state/territory annual report (ACF-800) and the tribal annual report (ACF-700), and access to and technical issues related to the Child Care Automated Reporting System (CARS).
