The Pooling Factor Calculation Worksheet is designed to assist States and Territories that pool Child Care and Development Fund (CCDF) dollars with other Federal and State funds with calculating an accurate pooling factor.
The purpose of this technical bulletin is to clarify issues related to the ACF-700 reporting requirements and to address some of the questions for which Tribal Grantees have sought assistance from the National Center on Child Care Data and Reporting (NCDR). The Bulletin focuses on reporting requirements as defined in the Tribal Annual Report: Guide for CCDF Tribal Lead Agencies.
The purpose of this bulletin is to provide States and Territories instructions for establishing the procedures necessary to electronically transmit the CCDF ACF-801 data file that contains the monthly case-level reports. The data files are transmitted directly to the National Institutes of Health (NIH) mainframe, and then transferred to the Administration for Children and Families (ACF) Office of Child Care Information System (OCCIS). In 2015, several changes were introduced into the electronic transmission process, including the discontinuation of support for the use of CONNECT:Direct software. The Office of Child Care (OCC) currently approves two methods of electronic transmission:

The changes required by reauthorization include: 1) addition of element #2a – number of child fatalities (total and by care type, 2) discontinuation of element #10 – consumer education content topics, 3) change in #11 – methods of consumer education used, and 4) change in the list of non-CCDF funds in the Child Care budget pool. All of these changes are required with the FFY 2016 report.

The data standards described here serve as the principal guidance for identifying and correcting errors in case-level data and ensuring accurate data submissions.
