The purpose of this program instruction is 1) To provide information to state, territory, and tribal Child Care and Development Fund (CCDF) Lead Agencies regarding the distribution of CCDF disaster relief funds, and 2) to provide guidance on allowable activities, how to apply, notice of federal interest, obligating and expending of funds, reporting requirements, grantee monitoring, and other requirements.  ACF previously issued Program Instruction (PI) CCDF-ACF-PI-2019-06 on October 9, 2019, which provided information to eligible CCDF Lead Agencies on how to apply for the first phase of CCDF disaster relief funding for eligible disaster declarations made on or before June 12, 2019. This new PI (CCDF-ACF-PI-2020-01) provides information about how eligible CCDF Lead Agencies may apply for funding available in phase two for eligible disaster declarations made between June 13, 2019, and December 31, 2019. It also expands the list of eligible tribal Lead Agencies that may apply for phase one funding.

The purpose of this program instruction is to 

  1. to provide information to State, Territory, and Tribal Lead Agencies regarding the distribution of disaster relief funds, and
  2. to provide guidance on allowable activities, how to apply, notice of federal interest, obligating and expending of funds, reporting requirements, grantee monitoring and other requirements.

 To provide information on the procedures to consolidate the Child Care and Development Fund (CCDF) program with other employment and training funding sources under a Pub. L. 102-477 Plan for new or continuation Plans.

This IM provides guidance to state, territorial, and tribal Child Care and Development Fund (CCDF) Lead Agencies regarding the flexibility in spending CCDF funds in response to federal or state declared emergency situations.
