The Office of Child Care (OCC) is pleased to announce a 6-month extension of the fiscal year (FY) 2023—2025 Tribal Child Care and Development Fund (CCDF) Plan submission deadline. We are providing this additional time, in recognition of the continuing impact of the coronavirus disease 2019 (COVID-19) pandemic on Tribes, to allow Tribes more time to engage in planning discussions with your partners to prepare your next Tribal CCDF Plan submission. More information on the new plan submission deadline and the process for submitting the plan will be provided through a future OCC announcement.
To inform states and territories that the Office of Management and Budget (OMB) has approved the ACF-901 — American Rescue Plan (ARP) Stabilization Grants Provider-Level Data form and instructions that establishes a new data collection that will allow OCC to collect and report critical information about the numbers of and characteristics for child care providers receiving stabilization grant awards, including whether funds have been distributed equitably and are reaching historically underserved communities. This data collection effort is necessary to provide transparency and accountability in the use of this funding for stabilizing the child care sector during and after the Coronavirus Disease 2019 (COVID-19) pandemic.
This Program Instruction (PI) informs States and Territories that the Office of Management and Budget (OMB) has approved changes to the Quality Progress Report (QPR) (ACF-218) for the Child Care and Development Fund (CCDF) program for the Federal Fiscal Year (FFY) 2021 and provides guidance for completing and submitting the QPR.
This Program Instruction (PI) provides directions for state and territory CCDF lead agencies to submit Notification of Obligation Target Status for CCDF American Rescue Plan (ARP) Act Stabilization Funds. Directions for tribal CCDF lead agencies will be released through separate guidance.

The purpose of this Program Instruction is to inform States and Territories that the Office of Management and Budget (OMB) has approved changes to the ACF-800 Report that will allow the Office of Child Care to collect and report critical data about the use of any COVID-19 supplemental CCDF funds appropriated by the Coronavirus Aid, Relief, and Economic Security (CARES) Act, Coronavirus Response and Relief Supplemental Appropriations (CRRSA) Act, and the American Rescue Plan (ARP) Act. The form and instructions are attached.
NOTE: ARP Act Stabilization Grants funds or other initiatives funded with CCDF quality dollars (e.g., quality and supply building grants) that are NOT linked to the eligibility of specific families and children ARE NOT to be included in the ACF-800 report as these activities will be reported under other data collection efforts.
