This Program Instruction is to inform Tribal Lead Agencies that the Office of Management and Budget (OMB) has approved changes to the annual reporting requirements (i.e., ACF-700 Report), consistent with the terms and conditions of the CCDF program. The revised ACF-700 form is attached.

This Program Instruction distributes the revised Form ACF-696 CCDF Financial Report, which was approved by the Office of Management and Budget (OMB) under OMB Control Number.

This information memorandum provides an overview and guidance on the additional CCDF mandatory and matching funds made available through the ARP Act.

This Information Memorandum transmits the following technical assistance software that will assist Tribal Lead Agencies with data collection necessary for the required ACF-700 tribal aggregate data report:

1. Tribal Data Tracker Version 2.0 Computer Disc (CD) containing both the Software and a Tutorial; and
2. Tribal Child Care Data Tracker User's Guide - - Version 2.0 (February 2005).

This Program Instruction (PI):

• Provides clarification about the use of CCDF funds for research and evaluation; and
• Encourages States, Territories and Tribes to evaluate subsidy policies and quality initiatives as a means to improve program performance, inform policy decisions, and effectively target available child care funds.

This Program Instruction (PI) informs Tribes and Tribal Organizations of the process to submit the triennial child count declaration form, and for direct funded tribes to submit their definition of Indian Reservation or Service Area.

This Program Instruction (PI) transmits guidance for using the Tribal CCDF Plan Preprint (Preprint) (ACF-118-A) (Attachment A) to complete and submit the Tribal Lead Agency’s CCDF Plan (Plan) for the CCDF program Fiscal Year (FY) 2020-2022 triennial Section 658E of the Child Care and Development Block Grant (CCDBG) Act of 2014 relevant to Tribes.
