The purpose of this program instruction is to

  1. To provide information to state, territory, and tribal lead agencies regarding the distribution of child care disaster recovery funds, and
  2. To provide guidance on allowable activities, how to apply, obligating and expending funds, reporting requirements, recipient monitoring, and other requirements. 

This Program Instruction provides the procedures for requests from Tribal Lead Agencies to use Child Care and Development Fund (CCDF) Funds for construction or major renovation of child care facilities.

This program instruction reminds Tribal Lead Agencies of the annual reporting requirements (i.e., ACF-700 Report), consistent with the terms and conditions of the CCDF program.  The ACF-700 form is attached. 

This PI does not apply to Tribes that have consolidated their CCDF program into an approved Public Law 102-477 Plan under the Indian Employment, Training, and Related Services Demonstration Act.

This Program Instruction (PI) informs States and Territories that the Office of Management and Budget (OMB) has approved changes to the Quality Progress Report (QPR) (ACF-218) for the Child Care and Development Fund (CCDF) program for the Federal Fiscal Year (FFY) 2022 and provides guidance for completing and submitting the QPR.

This Program Instruction (PI) informs Tribes, Tribal Organizations, and Tribal Lead Agencies (TLAs) of process to submit the triennial child count declaration form and demonstration letter, and for direct-funded Tribes, to submit their definition of Indian Reservation or Service Area and Indian Child. In order for eligible tribes to receive CCDF funds, tribes are required to submit every three years the information necessary to determine the number of children to be used in funding formulas (otherwise referred to as the “child count” (45 CFR 98.81 (b)(4)).

This PI also provides instructions for submitting the Tribal Early Learning Initiative (TELI) Appendix along with the child count and service area information.

This Program Instruction (PI) distributes instructions for CCDF lead agencies to report CCDF Discretionary program funds that they will be unable to obligate by the obligation period ending September 30, 2022.

To inform states and territories that the Office of Management and Budget (OMB) has approved the ACF-901 — American Rescue Plan (ARP) Stabilization Grants Provider-Level Data form and instructions that establishes a new data collection that will allow OCC to collect and report critical information about the numbers of and characteristics for child care providers receiving stabilization grant awards, including whether funds have been distributed equitably and are reaching historically underserved communities. This data collection effort is necessary to provide transparency and accountability in the use of this funding for stabilizing the child care sector during and after the Coronavirus Disease 2019 (COVID-19) pandemic.
