This Program Instruction (PI) provides guidance to Tribes, Tribal Organizations, and Tribal Lead Agencies for using the Tribal CCDF Plan Preprint (Preprint) (ACF-118A) to complete and submit the Tribal CCDF Plan (Plan) for the CCDF program Fiscal Year (FFY) 2023-2025.

This information memorandum assists Tribal CCDF Lead Agencies considering how to leverage Tribal CCDF funding to implement their vision for a stronger system of high-quality early care and education at the tribal community level.

The Office of Child Care (OCC) is pleased to announce a 6-month extension of the fiscal year (FY) 2023—2025 Tribal Child Care and Development Fund (CCDF) Plan submission deadline. We are providing this additional time, in recognition of the continuing impact of the coronavirus disease 2019 (COVID-19) pandemic on Tribes, to allow Tribes more time to engage in planning discussions with your partners to prepare your next Tribal CCDF Plan submission. More information on the new plan submission deadline and the process for submitting the plan will be provided through a future OCC announcement.

This information memorandum provides an overview and guidance on the supplemental CCDF discretionary funds made available through the CRRSA Act.    

FY 2019-2021 State/Territory Plan Preprint

The purpose of this program instruction is to 

  1. to provide information to State, Territory, and Tribal Lead Agencies regarding the distribution of disaster relief funds, and
  2. to provide guidance on allowable activities, how to apply, notice of federal interest, obligating and expending of funds, reporting requirements, grantee monitoring and other requirements.

The Administration for Children and Families’s Office of Child Care (OCC) in the Department of Health and Human Services recognizes that cities all over the country are concerned about the impact of the coronavirus on their communities, including the effect on child care programs that play such a critical role in providing child care services for essential workers and those trying hold onto their businesses during this unprecedented time.  As the economy begins to reopen, and the need for child care continues to evolve, we are sharing some child care background and resources that may be helpful to you at the local level.
