The Child Care and Development Block Grant (CCDBG) Act of 2014 included changes targeted at improving the supply and quality of infant-toddler care. States and Territories were encouraged to systematically assess and improve the overall quality of care infants and toddlers receive, the systems in place or needed to support and enhance the quality of infant and toddler providers and the capacity of the infant and toddler workforce to meet the unique needs of very young children, and the methods in place to increase the proportion of infants and toddlers in higher quality care.

Based on the CCDF FY2016-2018 State Plans, 52 States and Territories indicated they are using quality set-aside funds to improve the supply and quality of child care services for infants and toddlers.
