Carlos Torres

Program Specialist, Regions 2, 5, 10, Low Income Household Water Assistance Program (LIHWAP)

Carlos Torres is a Program Specialist for the Low Income Household Water Assistance Program (LIHWAP) under the Office of Community Services. His research interests include climate-justice and climate-water policy interactions. Prior to joining OCS, Carlos worked with the Public Policy Institute of California's Water Policy Center. Carlos worked with the president's office and the communications group on institute events and outreach while managing and overseeing key Center logistics and contacts. He previously worked on a case study related to India's groundwater depletion with NASA's JPL Center for Climate Sciences. He holds a master's and bachelor's degree in Earth and Planetary Science from the University of California, Berkeley.
