Project Description: The Hispanic Interest Coalition of Alabama (¡HICA!) will use $150,000 in CED planning funds to build the administrative capacity of the community to develop a fundable CED project in Jefferson County, Alabama. Jefferson County is an economically distressed region in Alabama with a sizeable Latino population that grapples with limited English proficiency, racial and gender inequities, and a poverty rate that is higher than the poverty rate of the white population in Alabama. To address these issues and develop equitable economic opportunities, ¡HICA! will use CED planning funds to establish a centralized resource center and business incubator to help create and expand small, immigrant-owned businesses. CED planning funds will be used hire a Community Development Specialist as well as pay for project-related supplies, fringe benefits, travel costs, and consulting services for data collection and technical assistance provision. Planning activities working with local stakeholders, developing a comprehensive business plan, conducting data collection, building and expanding partnerships, conducting community outreach, and identifying additional funding sources. Ultimately, ¡HICA! will develop a traditional CED job creation project to establish the centralized resource center and small business incubator for immigrant-owned businesses, which will promote local entrepreneurship and create new, full-time jobs in Jefferson County. |

Project Description: Chicanos Por La Causa (CPLC) will use $800,000 in CED funds to expand Victory Autism Academy (VAA), an educational institution for students diagnosed with autism, in Phoenix, Arizona. VAA is located in Phoenix’s Maryvale neighborhood, an area identified as a target for revitalization efforts by the City of Phoenix due to the higher rates of poverty and unemployment observed in the Maryvale neighborhood. CPLC will utilize CED funds to extend a low-interest loan to VAA, which will be used as working capital to support of the school’s expanded operations. This expansion will create new jobs in the educational and facilities management industries. VAA plans to hire a new assistant principal, special education teachers, as well as entry-level positions that do not require higher education, including support staff, and custodians. VAA offers employees a comprehensive suite of benefits including paid leave, life insurance, retirement benefits, healthcare insurance, and educational opportunities to support career growth. In addition to the benefits offered by VAA, CPLC will offer wraparound supportive services to employees hired through this project. CPLC’s Workforce Solutions division will work closely with the new employees to provide job readiness and retention services. Additionally, employees will also have access to financial education resources and referrals to services offered by other community partners, such as childcare. CPLC will partner with local workforce development agencies to ensure that individuals with low incomes are recruited for the newly created jobs. In addition to creating new jobs, this project also helps VAA offer a critical service to residents — high-quality and specialized education for students who may struggle in a traditional school environment. This project will create 29 new jobs, 22 of which will be filled by individuals with low income. |

Project Description: Chicanos Por La Causa, Inc. (CPLC) will use CED Social Enterprise funds to support its Social Enterprise Empowerment Initiative in Maricopa County, Arizona. CED Social Enterprise Funds will help establish the Social Enterprise Empowerment Fund to support the creation and expansion of social enterprises and provide incubation, technical assistance, wraparound services, and health and human services. Project Description: Chicanos Por La Causa (CPLC) will use $800,000 in CED funds to provide a loan to Kind Faz LLC in Phoenix, Arizona. Kind Faz LLC is a hospitality service provider specializing in franchises, licenses, and brand operations. Kind Faz LLC recently secured a deal with Fazoli’s, a fast casual Italian restaurant chain serving baked pastas, sandwiches, pizza, and salad, to open nine locations in Arizona. The loan will be used to finance the establishment of a new Fazoli’s restaurant location in Mesa, Arizona, by providing start-up operations capital. The new Fazoli’s will create career opportunities for local community members in hospitality, management, and cuisine. These positions will provide employees with a reliable income above minimum wage and opportunities to access benefits. Employees hired by Fazoli’s will also have access to supportive services offered by CPLC Workforce Solutions and its partners, including financial education, job readiness skills training, and behavioral health counseling. CPLC also plans to partner with Centro de la Familia Clinic to offer employees counseling and case management services. This project will create 32 jobs, 24 of which will be filled by individuals with low income. |

Project Description: The YWCA of Southern Arizona (YWCA) will use $150,000 in CED Planning funds to build the administrative capacity of the community to develop a fundable CED project in Tucson, Arizona. Tucson is an underserved Justice40 area with a poverty rate of 19.2%, which far exceeds the national poverty rate of 11.5%. CED Planning funds will be used to develop a comprehensive plan to open the Tucson Public Marketplace, a multi-purpose space where the community can gather to shop, dine, and view local art. Local retail businesses and restaurants, many of them owned by Native American and Latina women, will utilize the Marketplace to sell their products to the community while receiving extensive support from YWCA’s SBA Women’s Business Center. In order to materialize the Marketplace, YWCA will conduct multiple planning activities with CED funds, including convening community stakeholders to finalize a vision for the Marketplace, working with contractors to complete a market analysis, business plan, and Marketplace development plan, and identifying and securing additional funding opportunities through a capitalization plan. Specifically, the CED Planning award will fund staff salaries, fringe benefits, and contract costs. As a result of these efforts, YWCA will be well-positioned to submit a CED job creation project application for the development of the Tucson Public Marketplace. |

Project Description: FRIENDS Foundation will use $147,031 in CED planning funds to build the administrative capacity of the community to develop a fundable CED project in Sevier County, Arkansas. Sevier is an economically distressed county in the southwestern part of Arkansas with a high poverty rate of 24.7% as well as limited availability of affordable capital and subsequent barriers to employment. FRIENDS Foundation will create the Empowering Sevier County’s Entrepreneurs (ESCE) program, which will implement a comprehensive planning and data collection process to identify community-wide strategies to support business and economic development for small and medium-sized enterprises in Sevier County. CED planning funds will be used for staff and consultant time, fringe benefits, travel, and supplies for planning activities. Planning activities include convening community stakeholders, conducting a comprehensive needs assessment, developing marketing strategies to raise awareness and community buy-in, identifying a strategic plan for connecting local businesses and potential entrepreneurs with the necessary resources to invest in their operations, and establishing an implementation strategy that includes mechanisms for ongoing evaluation and monitoring of the business development program. Each objective will contribute to the success of the ESCE program and position FRIENDS Foundation to develop a viable, equitable, and sustainable project that can compete for future CED grant funding. |

Project Description: Coalition for Responsible Community Development (CRCD) will use $800,000 in CED funds to extend a loan to CRCD Enterprises to expand its lead abatement work to help eliminate lead-based paint hazards in South Los Angeles, California. The poverty rates of the project’s target service area far exceed the state and national rates and limited English skills and limited educational achievement pose significant barriers to employment and financial self-sufficiency for residents. CRCD will use CED funds to make a loan to CRCD Enterprises, a social enterprise subsidiary of CRCD that focuses on lead abatement and construction work. The loan will be used to purchase additional equipment specifically for its lead abatement projects and support hiring new positions as lead abatement technicians. CRCD will utilize their in-house workforce development program, WorkSource Center, to recruit candidates with low income for the new positions and partner with the California Department of Public Health to certify new employees as Lead Abatement Technicians, which will create future opportunities for training and union membership. New employees will also receive benefits including health insurance, paid time off and predictable scheduling and have access to wraparound supportive services through CRCD. CRCD will also provide wraparound supportive services to newly hired employees. CRCD’s Financial Education Center will provide financial literacy courses, financial coaching, food assistance enrollment, tax preparation services and transportation support and the WorkSource Center will provide English as a Second Language and GED courses. CRCD will also partner with local service providers All Peoples Community Center and the Amity Foundation to provide child care and counseling services. CRCD Enterprises, in partnership with the California Community Economic Development Association (CCEDA), will also use funding to support a marketing strategy to secure additional lead abatement project contracts and increase the long-term security of the newly created positions. Project Description: Initiating Change in Our Neighborhoods CDC (ICON CDC) will use $800,000 in CED funds to provide a loan to expand Northeast Graffiti Busters (NEGB) in Van Nuys, California. NEGB provides a variety of neighborhood beautification services in the San Fernando valley including graffiti abatement, refuse collection, and street sweeping. NEGB will use CED funds to purchase equipment and pay wages for the newly created positions. Purchasing additional equipment and hiring more employees will allow NEGB to scale operations and accept more contracts. As part of this project, NEGB will hire community members to work in their management, maintenance, and administrative divisions. Project Description: Main Street Launch will use $800,000 in CED funds to recapitalize the San Francisco Business Resilience Loan Fund, an existing fund providing low-interest loans and technical assistance to local restaurants in San Francisco, California. CED funds will be used to provide loan funds to support the development of three restaurants in downtown San Francisco. In addition to disproportionately high cost of living, San Francisco—particularly the restaurant industry—has had the weakest economic recovery in California post-pandemic. The proposed businesses will bring increased economic activity and jobs to an area eager for economic recovery. Schlock’s, a bagel and coffee shop, will use CED funds as working capital for the opening operating expenses of their new business location. Chalo’s Express, a takeout empanada cafe in an office hub, will also use CED funds for working capital and inventory to open a second location. Poco a Poco, a new taqueria at a sports arena, will use CED funds to fund the opening and operating expenses of their business. Main Street Launch will partner with several local organizations to provide employees hired into the newly created jobs with wraparound supportive services, including financial education and banking services such as small business training, business counseling, and free financial coaching. Main Street Launch will also provide career services including partnerships with a local culinary arts college for training and degree opportunities, and services targeted for individuals with a history in the criminal justice system, those with disabilities, immigrants and individuals with limited English proficiency, veterans, and LGBTQI+ professionals. Project Description: Main Street Launch will use $800,000 in CED funds to finance the Business Resilience Loan Fund, targeted to expand two local restaurants in Oakland, California. CED funds will be used to provide low interest loans and technical assistance to two restaurants to assist them in adapting their business models and diversifying their revenue streams in light of recent economic challenges. The additional capital will allow restaurant businesses to expand their operations to include activities such as wholesale, catering, curbside takeout and outdoor dining. Two restaurants, Calabash and Reem’s California, have been selected for initial loans and have developed expansion plans that will create new full-time full-year positions, and the remaining funds will be used for loans to 2-3 additional restaurants in the future. Main Street Launch will partner with La Cocina, a local nonprofit that supports food entrepreneurs, to assist in identifying local businesses for the loans and providing technical assistance. Project Description: Mission Economic Development Agency (MEDA) will use $800,000 in CED funds to extend a loan to three small Latino-owned culinary businesses and make an investment in MEDA’s new real estate property management subsidiary in San Franciso, California. This project will benefit the Mission District and Bayview-Hunters Point communities in San Francisco, where poverty is high, and residents are vulnerable to displacement due to significant income inequality in the city. The three existing culinary businesses include Estrellita’s Snacks, sfCeviche 19, and Gery’s Deli Café. Estrellita’s Snacks, a local business known for its ready-to-eat and frozen pupusas, will use CED funds to expand by opening a brick-and-mortar restaurant, creating jobs for servers and kitchen staff. sfCeviche19, a Peruvian food stall, will use the funds to open a second, larger location, generating employment in the culinary, customer service, and management sectors. Gery’s Deli Café, a newly opened local coffee shop offering a variety of lunch options, will utilize CED funds to cover start-up operating costs and create jobs in customer service. Additionally, Propiedades Adelante, a new MEDA subsidiary providing property management services for affordable housing developments owned or operated by MEDA entities, will use CED funds to finance operating costs, leading to job creation in the maintenance, management, administration, real estate industries. Lastly, MEDA will also use CED funds to facilitate administration of the grant. MEDA will offer a suite of wraparound supportive services to both the business owners and new employees. For the business owners, MEDA will provide permit and licensing guidance, business planning and assessment services, marketing assistance, legal consulting, contracting support, and tax guidance. For the employees hired by the businesses, MEDA will provide wraparound supportive services, including financial counseling, workforce development services, housing education, counseling, referrals, and tax preparation assistance. Additionally, MEDA will partner with other local organizations to offer additional services including benefits screening, enrollment in food stamps and WIC programs, tenant counseling for renters, parenting classes, English as a Second Language classes, childcare access, mental health counseling, free and low-cost health services, credit counseling, legal services, IDAs, and savings programs. Greater Dwight is composed of three inner-city neighborhoods of New Haven, Connecticut (Dwight, Edgewood, and West River), with 14,637 residents and a poverty rate of 30.81%, far exceeding the 10% statewide poverty rate. Compared to the rest of Connecticut, Greater Dwight has a higher percentage of racial minorities and families who speak a language other than English at home. Comprehensive planning will allow GDDC to best engage with minority and foreign-born populations and ensure neighborhood development is responsive to the needs of their communities. GDDC will partner with the Yale Urban Design Workshop to organize neighbors to develop an economic development strategy. CED Planning funds will be used for planning staff time, outreach costs to engage residents, paying a development consultant to expand details of planned economic development, and purchasing supplies such as poster mapping and access to data. Planning activities include the formation of a community advisory committee of neighborhood representatives, empirical study of economic conditions, a multi-day stakeholder meeting to compile community feedback, and the development of new economic development projects evaluated to meet the job criteria of the CED program. FBDC is a shared-kitchen facility for low- to moderate-income food entrepreneurs who do not have access to licensed kitchen facilities. CED planning funds will be used for staff and consultant time, travel, and supplies for planning activities. Planning activities that will be undertaken through this grant include convening community stakeholders, developing a community vision for local economic development, assessing community economic assets, identifying existing funding opportunities, and securing architectural drawings and renderings of the FBDC. Anticipated positions include coffee and beer crafters, product retailers, fitness trainers, bakers, chefs, hair stylists, and skin and nail professionals. YHI will ensure that people employed by these 16 businesses will have access to benefits and wraparound services. This will be done by sharing YHI’s benefit infrastructure for new small businesses and requiring that larger businesses provide benefits for employees. To address this problem, CVCAA will use CED Planning funds to further develop a plan to create the Concho Valley Rock Rose Community Campus, a housing development for unhoused individuals. CVCAA, in partnership with the Concho Valley Homeless Planning Coalition (CVHPC), has already made significant progress on the project, in part due to the purchase of an 11.8-acre plot of land by the city for the project. However, significant gaps still remain. Specifically, CED Planning funds will allow CVCAA to hire a development associate who will dedicate all of their time towards the project. Project Description: Rural Community Development Resources dba Vizions Economic Development Center will use $150,000 in CED planning funds to build the administrative capacity of the community to develop a fundable CED project in Central Washington. The project will serve 11 rural, high-poverty counties with residents facing low educational attainment, high levels of unemployment, and low levels of income. The area has a large immigrant population, who often face language, culture, and educational barriers to employment. Vizions’ Center for Legal Immigration Services (CLS) will add a new division that focuses on supporting immigrant entrepreneurs, especially in the agriculture industry, by building their capacity to apply for business loans. CED planning funds will be used to pay for staff time, travel expenses, and supplies for planning activities. Planning activities include hiring staff and volunteers for the new division, conducting a community needs assessment, and convening stakeholders to build support around economic development activities. Ultimately, Vizions will develop a CED project that supports local entrepreneurs apply for loans to grow businesses in agriculture and create jobs for individuals with low income. |

Project Description: Northwest Side Community Development Corporation (NWSCDC) will use CED Social Enterprise funds to launch the NWSCDC Social Enterprise Incubator, which will support minority and women-owned social enterprise businesses throughout Milwaukee, Wisconsin. Funds will be used to provide small business loan financing, business technical assistance, and other key targeted social and economic support services to qualifying social enterprise business expansion projects. Funds will also be used to support a NWSCDC Social Enterprise Incubator Manager, a position which will have primary oversight of the incubator activities and will provide tailored technical assistance to participating businesses. The NWSCDC Social Enterprise Incubator will assist social enterprise businesses to grow new jobs which are accessible by public transit, can be filled by low-income individuals, and that will provide dependable hours, benefits, wage growth and advancement opportunities that will lead to self-sufficiency. NWSCDC will also partner with local TANF agency MAXIMUS, Employ Milwaukee, and Wisconsin Community Services (serving re-entry individuals) to provide social support and wrap-around services. NWSCDC has engaged with prospective social enterprise business partners, and plans to work with 10 participating business for the incubator each year. Initially, the NWSCDC Social Enterprise Incubator will work with six businesses: PepperPot Catering, a Jamaican food takeout and catering service; Abundant Living Services, an adult residential facility; School Bus Services of WI, a three-year-old school bus company; Riley’s Room, a child care center for children with developmental disabilities; PumpFive, an early stage technology logistics company that delivers gasoline directly to vehicles; and Jonco Industries, a veteran-owned manufacturing business (formerly Goodwill Industries). The project will serve low-income individuals in a predominantly African-American and is a very low-income service area, which includes local Opportunity Zones. |
