March 11, 2021, the American Rescue Plan (ARP) Act was signed into law. This historic legislation led to unprecedented investments in the Low Income Home Energy Assistance Program (LIHEAP) and the Low Income Household Water Assistance Program (LIHWAP), two cornerstone programs in the Office of Community Services antipoverty strategy. March 11, 2024, marks the third anniversary of the legislation. The investment into these two OCS programs totaled $5 billion. Funds were available to provide energy assistance and water and wastewater assistance to millions of low income families. Additional details on the funding impact can be found below.
