Dear Colleague:
The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Community Assistance (DCA) released more than $160 million of Fiscal Year (FY) 2024 regular block grant funding to Community Service Block Grant (CSBG) grant recipients on December 15, 2023. This Dear Colleague Letter serves to document the funding release date and remind grant recipients that these funds are available for drawdown in the Payment Management System. This funding is provided under the Public Law 118-22, Further Continuing Appropriations Act and Other Extensions Act, 2024 (Continuing Resolution [CR]), which the President signed into law on November 16, 2023.
This release reflects the CSBG funding made available by Congress through February 2, 2024, via the extended CR. Please find the attached table outlining the amounts allocated to state, tribe, and territory grant recipients.
Under this Public Law, CSBG grant recipients and CSBG eligible entities can continue to apply the higher eligibility rate of 200% of the Federal Poverty Level (FPL) for services provided through February 2, 2024. Beyond February 2, 2024, the ability to use the higher eligibility threshold will depend on actions taken by Congress.
