The Office of Community Services (OCS) has submitted an Information Collection Request (ICR) to the Office of Management and Budget (OMB) to extend the current clearance for the Community Services Block Grant (CSBG) Model State Plan Application (OMB No. 0970-0382). The forms included in this ICR are:

The current OMB approval for these three forms is set to expire on August 31, 2024.

No Proposed Revisions

OCS is not proposing changes to these forms currently. Rather, this clearance is to ensure compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501), and to allow for the continued collection through at least Federal Fiscal Year 2025 (FFY25).

OCS anticipates submitting a subsequent revision to this information collection pending OMB review and approval of a separate but related information collection request (CSBG-DCL-24-09, Annual Report 3.0 Revisions). Feedback received during the ICR of the CSBG Annual Report may result in minor updates to these forms.

Information Collection Request (ICR) Process

Federal Register Notice (FRN) 1

On April 24, 2024, OMB published the notice of public comment to the Federal Register . The CSBG Network and the general public have until June 23, 2024 (60 days) to provide feedback. Please submit your comments as soon as possible, but no later than 60 days of the publishing of the notice. At the end of the 60-day comment period, OCS will review all feedback and will revise the forms, as applicable.

FRN 2

OCS will then resubmit these forms with applicable revisions to OMB to initiate the second FRN. During this second FRN, which includes a 30-day public comment period, OMB will review any additional feedback received from the CSBG Network and stakeholders.

Clearance

After the 30-day comment period, OMB will issue a decision on the clearance of the CSBG State Plan, CEEL, and ACSI for a three-year period (FFY25—FFY27).

FFY25 CSBG State Plan

As OCS is not proposing changes for this ICR at this time, there will not be a delay to the collection and submission of the FFY25 CSBG State Plan. Therefore, CSBG states and territory lead agencies (CSBG grant recipients) should plan to submit their FFY25 CSBG State Plan no later than September 1, 2024.

OCS will release an Action Transmittal in the upcoming weeks for the FFY25 CSBG State Plan, including the availability of the form through GrantSolutions.gov and training and technical assistance.
