The Office of Community Services (OCS) has initiated the second phase for the Information Collection Request (ICR) to extend the current clearance for the Community Services Block Grant (CSBG) Model State Plan applications (OMB. No. 0970-0382). The forms included in this ICR are:

No Proposed Revisions in Response to Feedback

As noted in ACF-OCS-CSBG-DCL-24-11, CSBG State Plan 3.0: OMB Clearance FRN 1, OCS did not propose any changes to these forms for the first federal register notice (FRN). During the first FRN, OCS did not receive comments from the CSBG network and other CSBG stakeholders. Therefore, OCS has resubmitted the ICR to the Office of Management and Budget (OMB) with no revisions.

OCS anticipates submitting a subsequent revision to this information collection pending OMB review and approval of a separate but related information collection request (CSBG-DCL-24-09, Annual Report 3.0 Revisions). Feedback received during the ICR of the CSBG Annual Report may result in minor updates to these forms in future versions of the CSBG State Plan.

Review of Information Collection Request (ICR) Process

Federal Register Notice (FRN) 1

On April 24, 2024, OMB published the notice of public comment to the Federal Register . The CSBG network and the general public had the opportunity to provide feedback until the first public comment period closed after 60 days on June 23, 2024.

FRN 2

On July 1, 2024, OCS resubmitted these forms with no revisions to OMB to initiate the second FRN . The CSBG network and the general public have until August 11, 2024 (30 days) to provide feedback. During this second FRN, OMB will review any feedback received from the public to include the CSBG network and stakeholders.

Clearance

After the 30-day comment period, OMB will issue a decision on the clearance of the (CSBG) Model State Plan applications to include the CSBG State Plan, CEEL, and ACSI for a three-year period (federal fiscal year 2025 [FY25] through FY27).

FY25 CSBG State Plan and Technical Assistance

As OCS is not proposing changes for this ICR at this time, there is no delay to the collection and submission of the FY25 CSBG State Plan. For more information about the requirements for the FY25 CSBG State Plan, please review ACF-OCS-CSBG-AT-24-04, State Plan Application FY2025.
