The Office of Community Services (OCS) has initialized the second phase for the new Information Collection Request (ICR) for the Community Services Block Grant (CSBG) Model Tribal Plan and Application. The form included in this ICR is:
The information in the CSBG Model Tribal Plan and Application is developed and submitted to OCS by direct-funded CSBG tribal grant recipients. The Division of Community Assistance (DCA) reviews the submitted tribal plans to determine whether grant recipients submitted a complete application to qualify for federal funds as stipulated in the CSBG Act (PDF). The CSBG Tribal Plan and Application streamlines both the tribal development and the federal review of the information. In addition, this CSBG Tribal Plan and Application enables federal and tribal staff to interact with and use the information to improve performance and track results from year-to-year.
New Clearance
This clearance is to ensure compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501) and allow for the collection starting in federal Fiscal Year 2025 (FY25).
During the first federal register notice (FRN), OCS did not receive comments from the CSBG network and other CSBG stakeholders. Therefore, OCS has resubmitted the ICR to the Office of Management and Budget (OMB) with no revisions.
Review of Information Collection Request (ICR) Process
Federal Register Notice (FRN) 1
On April 23, 2024, OMB published the notice of public comment to the Federal Register . The CSBG network and the general public had the opportunity to provide feedback until the first public comment period closed after 60 days on June 22, 2024.
FRN 2
On July 29, 2024, OCS resubmitted these forms with no revisions to OMB to initiate the second FRN . The CSBG network and the general public now have until August 28, 2024 (30 days) to provide feedback. During this second FRN, OMB will review any feedback received from the public to include the CSBG network and stakeholders.
Clearance
After the 30-day comment period, OMB will issue a decision on the clearance of the CSBG Model Tribal Plan and Application for a three-year period (FY25 through FY27).
FY25 CSBG Tribal Plan and Application and Technical Assistance
Tribes and tribal organizations applying to receive FY25 CSBG funding must submit the CSBG Tribal Plan and Application by September 1, 2024. The current clearance timeline will allow CSBG grant recipients to draft and submit their CSBG Tribal Plan and Application by the due date to ensure the timely release of funding to direct-funded CSBG tribes and tribal organizations.
