Dear Colleagues,

The Office of Community Services (OCS) within the Administration for Children and Families (ACF) at the U.S.  Department of Health and Human Services (HHS) is releasing $40.25 million in a third round of funding for the Low Income Home Energy Assistance Program (LIHEAP) for federal Fiscal Year 2024 (FY24).

Congress appropriated these funds under the Further Consolidated Appropriations Act, 2024 (Public Law 118-47), which provided the final budget for FY24 and was signed into law by President Biden on March 23, 2024.

As of today, OCS has allocated 100% of the LIHEAP funding available by this law to grant recipients for FY24. Recipients must obligate 90% of their total FY24 award by September 30, 2024 and may carry over the remaining 10% of these funds to be obligated in FY25. Recipients may use these funds for any purpose normally authorized under the federal LIHEAP statute (42 USC 8621 et seq.), including heating, cooling, crisis, weatherization assistance, case management for the reduction of home energy burden, and administrative costs. LIHEAP funds can also be used to help with immediate and temporary home energy needs caused by natural disasters.
