PURPOSE:
To notify states and territories of the Fiscal Year (FY) 2021 Annual Report submissions for the Community Services Block Grant (CSBG), CSBG Coronavirus Aid, Relief, and Economic Security (CARES), and CSBG Disaster Supplemental — referred to collectively as the CSBG Annual Reports. States and territories must submit the FY 2021 CSBG Annual Reports by March 31, 2022 using the approved online CSBG format through the Administration for Children and Families’ (ACF) On-Line Data Collection (OLDC) system.
BACKGROUND:
Per the Community Services Block Grant (CSBG) Act Section 678E, CSBG grant recipients are required to submit an annual report to the Office of Community Services (OCS). In Fiscal Year (FY) 2016, OCS implemented the CSBG Annual Report designed to complete the CSBG Performance Management Framework. The Performance Management Framework includes: 1) organizational standards for local CSBG eligible entities, 2) accountability measures for states and OCS, and 3) the Results Oriented Management and Accountability Next Generation (ROMA NG). In FY 2021, OCS received Office of Management and Budget (OMB) approval to include the collection of the CSBG CARES and CSBG Disaster Supplemental Annual Reports to receive data and information about the two supplementals.
The CSBG Annual Report provides general oversight and accountability at local, state, and federal levels of the CSBG Network to improve performance, track results from year-to-year, and assure accountability for critical activities and outcomes at each level of the CSBG Network. States will report directly to OCS through the Administration for Children and Families (ACF) GrantSolutions Center of Excellence, On-Line Data Collection System (OLDC), accessible via GrantSolutions.gov .

This Annual Report submission is for activities completed during FY 2021 (October 1, 2020 — September 30, 2021)[1]. The deadline for all CSBG recipients to submit their complete FY 2021 CSBG Annual Report is March 31, 2022. A complete submission includes:

Pre-Populations and Eligible Entities
As this year’s Annual Report submission is for FY 2021 activities, the pre-populations and the eligible entities are from the Federal Fiscal Year (FFY) 2021 CSBG State Plan. For states and territories that submitted a pro forma[3] FFY 2021 CSBG State Plan, this information is from your FFY 2020 CSBG State Plan.
Module 1
OCS did not make updates to Module 1 based on the most recently OMB-approved version (i. e. CSBG Annual Report Version 2). Given the additional activities related to the supplemental, OCS postponed updating to allow more time to provide training and technical assistance (T/TA), and give states more time to familiarize themselves with the new version.

OCS will release additional information, including the registration links, in an upcoming Dear Colleague Letter. Please note the primary audience for these webinars are CSBG state and territory lead agencies. However, all webinars will be recorded and available on the OCS CSGB webinar page.
SmartForms and OLDC
OCS will release the FY 2021 CSBG SmartForms on January 21, 2022 to CSBG grant recipients who completed their FY 2020 CSBG Annual Reports by July 31, 2021. OLDC will open for all CSBG grant recipients on January 31, 2022.
OLDC Access
OCS encourages all states to review OLDC access information and ensure correct assignments for all staff for the annual report submission process. Please keep in mind, each state should have at least one individual assigned as the Grant Administrator. OCS does not require the Authorized Official to certify the CSBG Annual Report; therefore, the Grant Administrator is able to submit.
To request OLDC access for CSBG staff, or to make changes to an existing account, please complete the OLDC Access Form. An individual who already has access to OLDC for another program (e.g., LIHEAP), must still submit an official request to add CSBG to their account. (The individual will use one username and password to login to OLDC, and then may select from the menu of programs included in his/her account.)
Additionally, as noted in CSBG-DCL-2022-12 CSBG Annual Report Updates, as of January 10, 2022 all CSBG grant recipients are required to use Login.gov to log into their GrantSolutions.gov account. If you have not already done so, please be sure to take one of the following steps:
