PURPOSE:

To notify states and territories of the requirements for Fiscal Year (FY) 2022 Annual Report submissions for the Community Services Block Grant (CSBG), CSBG Coronavirus Aid, Relief, and Economic Security (CARES), and CSBG Disaster Supplemental — referred to collectively as the CSBG Annual Reports. States and territories must submit the FY 2022 CSBG Annual Reports by March 31, 2023 using the approved online CSBG format through the ACF GrantSolutions Center of Excellence On-Line Data Collection (OLDC) system.

BACKGROUND:

Per the CSBG Act Section 678E, CSBG grant recipients are required to submit an annual report to the Office of Community Services (OCS). In FY 2016, OCS implemented the CSBG Annual Report designed to complete the CSBG Performance Management Framework. The Performance Management Framework includes:

1) Organizational standards for local CSBG-eligible entities
2) Accountability measures for states and OCS
3) Results Oriented Management and Accountability Next Generation (ROMA NG)

In FY 2021, OCS received Office of Management and Budget (OMB) approval to include the collection of the CSBG CARES and CSBG Disaster Supplemental Annual Reports to receive data and information about the two supplementals. During FY 2022, the release of the OCS FY 2021 Annual Report (PDF) signaled a strong commitment to documenting the role OCS-funded programs play in addressing persistent poverty and pervasive disparities and inequities. States and territories are key contributors to this work; therefore, demonstrating your effectiveness and outcomes is vital to the administration of the CSBG. The FY 2022 CSBG Annual Report provides an opportunity for states and territories to document efforts to meet the unique needs of the communities you serve.

The CSBG Annual Report documents critical activities and outcomes, tracks results from year-to-year, and assures accountability for performance at the local, state, and federal levels of the CSBG Network. States will report directly to OCS through OLDC via GrantSolutions.gov .

SUBMISSION CONTENT AND REQUIREMENTS:

This CSBG Annual Report submission is for activities completed during FY 2022 (October 1, 2021—September 30, 2022). The deadline for all CSBG recipients to submit their complete FY 2022 CSBG Annual Report is March 31, 2023. A complete submission includes:

  • CSBG Annual Report
    • State Administration (Module 1) REQUIRED
    • Agency Expenditures, Capacity, and Resources (Module 2) REQUIRED
    • Community Level (Module 3) OPTIONAL
    • Individual and Family Level (Module 4) REQUIRED
  • CSBG CARES Annual Report
    • State Administration (Module 1) REQUIRED
    • Agency Expenditures, Capacity, and Resources (Module 2) REQUIRED
    • Individual and Family Level (Module 4) REQUIRED
  • CSBG Disaster Supplemental Annual Report (as applicable)
    • State Administration (Module 1) REQUIRED
    • Agency Expenditures, Capacity, and Resources (Module 2) REQUIRED
    • Individual and Family Level (Module 4) REQUIRED

Pre-Populations and Eligible Entities

As this year’s CSBG Annual Report submission is for FY 2022 activities, the pre-populations and the CSBG-eligible entities are from the Federal Fiscal Year (FFY) 2022 CSBG State Plan. For states and territories that submitted a pro forma FFY 2022 CSBG State Plan, this information is from their FFY 2021 CSBG State Plan.

Module 1

There are no updates to Module 1 of the FY 2022 CSBG Annual Report. OCS will provide training and technical assistance (T/TA) on the OMB-approved version (i.e., CSBG Annual Report Version 2) for the FY 2023 CSBG Annual Report.

OCS held the FY 2022 CSBG Annual Reporting Kick-Off (PDF) on December 7, 2022.

SmartForms and OLDC

OCS released the FY 2022 CSBG SmartForms on the following dates to CSBG grant recipients based on their FY 2021 CSBG Annual Report completion date:

•    States that submitted on or before March 31: Released November 21
•    States that submitted between April 1—July 31: Released November 30
•    States that submitted between August 1—October 31: Released December 7

OLDC will open for all CSBG grant recipients not later than January 17, 2023.

OLDC Access

OCS encourages all states to review OLDC access information and ensure correct assignments for all staff for the CSBG Annual Report submission process. Each state should have at least one individual assigned as the Grant Administrator. OCS does not require the Authorized Official to certify the CSBG Annual Report; therefore, the Grant Administrator is able to certify.

There is a new process for requesting accounts for GrantSolutions and OLDC. Please complete the Recipient User Account Request Form and the OLDC Access Form (DOCX), and submit both to the GrantSolutions Helpdesk to create the account.

As noted in CSBG-DCL-2022-12 CSBG Annual Report Updates, as of January 10, 2022 all CSBG grant recipients are required to use Login.gov to log into their GrantSolutions.gov  account. If you have not already done so, please be sure to take one of the following steps:

[1] This is different from the state reporting period. However, states may report Modules 2-4 on the state fiscal year (July 1, 2021-June 30, 2022) or the calendar year (January 1, 2022-December 31, 2022).
