Dear Colleagues,

The Office of Community Services (OCS) would like to provide an update on the status of the Community Services Block Grant (CSBG) State Plan in preparation for the Federal Fiscal Year (FFY) 2022 CSBG appropriation.

Office of Management and Budget (OMB) Clearance

The CSBG State Plan is currently under review for clearance with OMB as described in CSBG-DCL-2021-19 CSBG State Plan: 30 Day Comment Period. During the 30-day comment period, OCS received additional comments. Due to this, OCS decided to continue using the current version of the CSBG State Plan. We apologize for any inconvenience that this may cause; however, OCS is committed to thoroughly reviewing and responding to the comments we received.  

Immediate Next Steps

OCS recently received clearance to continue to use the current version of the CSBG State Plan for the FFY 2022 application for CSBG funding, and wanted to notify the Network as soon as possible. So, in addition to this DCL, you will be receiving an Action Transmittal in the next few days with the requirements for the FFY 2022 CSBG State Plan. Please note that OCS will proceed with using the current version of the CSBG Eligible Entity List as well.

OCS is also currently working with GrantSolutions to open the On-Line Data Collection system (OLDC). We will release the Action Transmittal when OLDC is officially available for entry. To assist you in preparing for the submission, attached please find a fillable Word version of the CSBG State Plan.

States Required to Submit the FFY 2022 CSBG State Plan

Based on FFY 2021 CSBG State Plan submissions, 39 states are required to submit the FFY 2022 CSBG State Plan, which is subject to all requirements of the CSBG Act, including the public hearing requirement. Attached please see further information about which states are required to submit this year.
