Dear Colleague,

The U.S. Department of Health and Human Services (HHS), Administration for Children and Families (ACF), Office of Community Services (OCS), Division of Community Assistance (DCA) announces the release of over $183 million of Federal Fiscal Year (FFY) 2023 regular block grant funding to Community Service Block Grant (CSBG) grant recipients. This funding is provided under the Public Law 117-180, Continuing Appropriations Act, 2023 (Continuing Resolution [CR]), which the President signed into law on September 30, 2022.

This release reflects first quarter allocations based on funds available to grant recipients under the CR. Please find the attached table outlining the amounts allocated to all states, territories, and Tribes through December 31, 2022. Each grant recipient required to submit a CSBG State Plan or a CSBG Tribal Plan received first quarter funding based on their FFY 2022 CSBG allocation amount.

Under this Public Law, CSBG grant recipients and CSBG eligible entities can continue to apply the higher eligibility rate of 200 percent of the Federal Poverty Level (FPL) for services provided through December 16, 2022. The twelve small states^[1] may continue to apply the higher eligibility rate of 200 percent of FPL for services provided with Coronavirus Aid, Relief, and Economic Security (CARES) Act funding through December 16, 2022. Any extension beyond December 16, 2022, will depend on future action by Congress.
