Dear Colleague,

Please join the Office of Community Services (OCS) in officially welcoming the new Division of Community Assistance (DCA) Financial Operations and Accountability Branch Chief, Melissa Joseph.

As of October 24, 2022, Ms. Joseph provides leadership in support of the monitoring, accountability, and oversight of the Community Services Block Grant (CSBG).

Ms. Joseph joined the Administration for Children and Families (ACF) in 2014 as a Grants Management Specialist, working in programs to support individuals, children, and families with low incomes. Over the last 12 years, Ms. Joseph has been instrumental in implementing policies and financial management activities that support ACF’s mission. Ms. Joseph’s experience includes budgeting, auditing, and monitoring of federal programs. In the Office of Head Start, Melissa managed a portfolio of disaster and non-disaster-related grant projects and fostered partnerships with grant recipients — including state, local government, and nonprofit organizations.

Prior to joining ACF, Ms. Joseph worked at the Department of Homeland Security. In that role she coordinated administrative support services, including financial oversight and budgeting, acquisition activities, training, and property asset management.  

Ms. Joseph holds a Master of Business Administration from State University of New York at Oswego. She holds degrees and certifications in Human Resource Management, Contracting, and Legal Studies. Ms. Joseph is a certified ACF Grants Management Specialist.

Ms. Joseph is a military veteran and loves reading books. She also enjoys spending quality time with her large extended family.
