Re: FY 2017 4th Quarter Allocations Update

Dear Colleagues:

The purpose of this message is to provide you with an update on the fourth quarter allocations of the Community Services Block Grant (CSBG) funds for fiscal year (FY) 2017. These awards represent the final release of funding to date for FY 2017. A chart is attached to show the full-year CSBG allocations along with the total amount allocated and released for the first, second, and third quarters of FY 2017.

As noted in prior correspondence, Congress appropriated these funds based on the Continuing Resolution (CR), the Consolidated Appropriations Act of 2017 (Public Law 115-31), which provided the final budget for FY 2017 and which the President signed into law on May 5, 2017. Please note that final CSBG allocation amounts reflect a small reduction from the prior year due to the exercise of the Secretary’s authority to transfer up to 1% of funding within HHS’s discretionary accounts at the end of the prior calendar year. Most states (those that receive more than the minimum allotment) were reduced by an average of approximately .9% from the prior fiscal year.

States that are subject to the minimum allotment provisions outlined in Section 675B(b)(1) of the CSBG Act were subject to a reduction of approximately 2.2% from the prior year. The proportionately larger reduction in allotments to these states was due to the statutory requirement that minimum allotments are calculated based on appropriation for all programs authorized under the CSBG Act including the Community Economic Development (CED) program. Appropriations for CED and Rural Community Development programs (which are authorized under Section 680 of the CSBG Act) are included in the total appropriation for calculation of the minimum allotment for States. In FY 2017, the appropriation for CED was reduced, which resulted in a smaller minimum allotment calculation than in FY 2016.
