Community Services Block Grant
Dear Colleague Letter

Re: Annual Report Module 1 Form Goes Live!

Date: March 2, 2017

Dear Colleagues:

As announced in the Community Services Block Grant (CSBG) Action Transmittal released February 17, 2017, the Office of Management and Budget has approved the new CSBG Annual Report. The Office of Community Services (OCS) is pleased to provide access to the Annual Report through the Online Data Collection (OLDC) site located through the ACF Grants Center of Excellence, GrantSolutions . Beginning March 2, Module 1 of the Annual Report will be available through OLDC. Module 1 will be due on April 7, 2017. Additional Modules of the Annual Report will be available beginning in 2019. Until that time, states should continue to complete the IS Survey, also due on April 7, 2017.

Training and Informational Webinars

OCS, in partnership with the National Association for State Community Services Programs (NASCSP), hosted two webinars in preparation for completing Module 1 within OLDC. Recorded versions of both webinars can be found on the NASCSP website through the links below:

Webinar 1: Preparing to Complete Module 1 of the CSBG Annual Report | This webinar highlights specific sections in Module 1 and will help states prepare for submission. Recording

Webinar 2: Preparing for Module 1 Submission in OLDC | This webinar provides an overview for submitting responses within OLDC. Recording

Annual Report

The CSBG Annual Report was designed to complement the Results Oriented Management and Accountability (ROMA) Next Generation, as well as support and complete the CSBG Performance Management Framework. Through the partnership of OCS and the CSBG Network — CSBG eligible entities, State CSBG Lead Agencies, State Community Action Associations, national partners, and others — in creating the new CSBG Annual Report, information will be used at local, State, and national levels to improve performance, track results from year to year and assure accountability for critical activities and outcomes. For more information about the CSBG Annual Report, please see CSBG Information Memorandum (IM) #152 Annual Report.

OLDC Support

OCS is committed to providing the needed resources and support to states in the use of OLDC for FY 2016 Annual Report Module 1 submissions. With any new web-based systems and processes, there is an expectation of some minor technical issues and a number of user questions and concerns. While the OLDC Help Desk remains available to all OLDC users, OCS has worked to ensure that States have access to a knowledgeable and responsive person to address your technical questions and OLDC concerns. Please submit any technical questions or concerns regarding OLDC to Niki Frazier, Nikita.Frazier@acf.hhs.gov and Monique Alcantara, Melania.Alcantara@acf.hhs.gov. For any questions about responding to the Annual Report, please contact your Program Specialist.
