Re: FY 2018 Model State Plan Goes Live

Dear Colleagues:

During the 2017 National Association for State Community Services Programs (NASCSP) Spring Training Conference, CSBG grantees requested that the Office of Community Services (OCS) open the CSBG Model State Plan (MSP) within the On-Line Data Collection (OLDC) system earlier than in the past. In response to this request, the CSBG MSP will be accessible through GrantSolutions on May 1, 2017.

Submission of the CSBG State Plan and SF-424m:

States will be able to begin data entry on May 1, 2017 and will be able to submit their state plan beginning August 1st. States that submitted a two-year plan for FFY2016 — FFY2017 and states that submitted a one-year plan for FFY2017 should prepare to complete a new one- or two-year plan for FFY2018. The SF-424m is submitted as part of the new submission of a state plan.

States that submitted a two-year plan for FFY2017 — FFY2018, will have the option of submitting revisions but are not required to do so. However, these states will have to submit a new SF-424m though OLDC. As a reminder, the data submitted within the state plan should be based on the FFY.

Refresher Webinar(s):

OCS will host a refresher webinar(s) for all CSBG grantees in mid-May. These webinars will focus on accessing the MSP, entering state plan data, certifying the MSP, submitting a new plan, revising a submitted state plan, and submitting the SF-424m.

OCS will send a “save-the-date” message when the webinar(s) are scheduled and strongly encourage grantees to invite all state staff that will be completing the CSBG State Plan in OLDC to participate. This webinar(s) will also be recorded and made available online after the event.

OLDC Support:

OCS is committed to providing the needed resources and support to state grantees in the use of OLDC for FY2018 plan submissions. While the OLDC Help Desk remains available to all OLDC users, OCS has worked to ensure that states have access to a knowledgeable and responsive person to address your technical questions and OLDC concerns.
